205739 - "Set as Bookmarks Toolbar Folder" does not work.

Attempting to change the Bookmarks Toolbar folder fails.  No changes are 
visible on the toolbar, and the bookmarks.html file is not updated.

Reproducible: Always

Steps to Reproduce:
1. Create new profile
2. Select 'Bookmarks/Manage Bookmarks'
3. Select a folder (eg. "Mozilla Firebird & Mozilla Information")
4. Right-click on it and select Properties.  Note that only the "Info" tab, and 
two text fields are visible.  Cancel out of the Properties box.
5. Select 'View/Set as Bookmarks Toolbar Folder"


Actual Results:  
1. "Location" field for folder is set to "NC:PersonalToolbarFolder", and the 
original Bookmarks Toolbar Folder is set to "rdf:#$kJ.cX3".
2. Right-clicking on the folder, or the original Bookmarks Toolbar Folder, and 
selecting Properties now brings up a dialog headed "Properties 
for '**bm_title**'" with three tabs and numerous input fields
3. You can still select "Set as Bookmarks Toolbar Folder" while you have the 
new folder selected, and it's still greyed out if you select the original 
Bookmarks Toolbar Folder.
4. Oh, And the Bookmarks Toolbar Folder in the browser doesn't change.

Expected Results:  
Changed the Bookmarks Toolbar folder to my new selection.

Gecko/20030514 Mozilla Firebird/0.6, but also using SeaMonkey latest build.

Found bug #201940 where also this "NC:Personal..." stuff is mentioned and which
I'd use to dupe this one, but bug #201940 itself has been marked as dupe of bug
#200048, which is already confirmed.

=> marking this one as dup of bug #200048 - please reopen if problem still
persists after fix of bug #200048 has landed.

This is now fixed in Seamonkey (Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US;
rv:1.5a) Gecko/20030620) but broken in Firebird (Windows; U; Windows NT 5.1;

btw: I just wondered why we didn't get an informational mail from bugzilla when
bug #200048 has been fixed and the problem was caused by closing this bug after
I marked it duplicate, so please don't close bugs in such cases! :)

Had this same issue happy on Windows XP SP1 with the 8/10 nightly. After my
system recovered from a crash which caused mozilla to lose all my profile
information, assiging a folder to be the Bookmarks Toolbar folder does nothing.

This is very annoying if you mistakenly delete your Bookmarks Toolbar Folder as
it is impossible to get it back without creating a new profile and losing all
your settings.
