This is a weird one. To reproduce: 1. Click once on any top level menubar item, such as View or Bookmarks. The specified menu will drop down. 2. Click again on the same item. The menu will roll back up. 3. Click a third time on that item. Result: The menu drops down and rolls up again immediately. Expected: The menu drops down and stays down. I've only tested this on Mozilla Firebird/Phoenix, but I would imagine it happens on the regular Mozilla product as well. I've seen this with both Win98 SE and WinXP. Build 20030514.
