File handling and quicklaunch need placeholder owners

Details
law@netscape.com no longer works on Mozilla. Having him be he owner of these two components only makes problems for people who care about file handling (since they have to endure all the bugspam from quicklaunch). It'd be nice to have placeholder owners for these two components, with the name making it clear that the bug is not currently being worked on by anyone.
