205860 - Cannot extend image resize beyond logical page boundary

testing using build from [2003051308]

Purpose: the purpose of this test was to ensure images could be resized correctly.

Steps:
1. open new Composer window
2. insert several lines of text, insert an image (maybe 50x50) on new line, and
add several more lines of text to force the physical page to be larger than the
logical page.
3. select the image and drag to extend past the logical page boundary.

When you drag past the window edge there is no way to extend the selection.
Moving past the window boundary does not trigger a scroll function.
