Add a topsite.change_display event, fired when the user changes the number of topsite rows in the customize menu. Include a rows extra.

Records the number of topsite rows the user selects in the newtab
customize menu. The existing topsites.rows metric reports the configured
value at session start, but nothing captures the change itself, and
topsites.pref_changed cannot carry it because its new_value extra is a
boolean.
