Track whether the user scrolled down at least 100px and separately at least 250px during a newtab session.

Complementary telemetry to the first scroll event which records a 50px scroll (bug 2049897).

The metrics should record true if the user scrolled beyond a threshold distance during the session, false otherwise. It is sent in the newtab ping at session end.

There is an r+ patch which didn't land and no activity in this bug for 1 week.
:jbrown, could you have a look please?
