Move the New Tab Stocks widget off its inline WIDGETS_IMPRESSION / WIDGETS_USER_EVENT / WIDGETS_ERROR dispatches onto the shared
useWidgetTelemetry hook already used by Picture of the Day, Lists, and Clocks widgets.

No user-facing or telemetry change - same events, routing, threshold, and payloads.

Also wires the Stocks feed into the ASRouter devtools "Expire Cache" button so the load-error state can be tested without waiting out the cache TTL.

Move the Stocks widget off its inline WIDGETS_IMPRESSION, WIDGETS_USER_EVENT,
and WIDGETS_ERROR dispatches onto the shared useWidgetTelemetry hook already
used by Picture of the Day, Lists, and Clocks. Stocks.jsx calls the hook once
for the impression observer, the context-menu user events, and the load error
(passed down to StocksError); the now-unused USER_ACTION_TYPES constant is
removed. The events, message routing, impression threshold, and payloads are
unchanged, so there is no user-facing or telemetry change.

Also wire the Stocks feed into the ASRouter devtools "Expire Cache" button so
the load-error state can be exercised without waiting out the cache TTL.
