2061063 - Stocks widget: show a "New" badge until first interaction

The Stocks widget should display a "New" badge in its title so users notice the newly added widget, matching the crossword and Picture of the Day widgets. The badge appears once tickers are shown and hides permanently after the first interaction with the widget.

It reuses the existing widgets.stocks.interaction pref (which already flips on the first user action) and the shared Fluent string newtab-widget-lists-label-new, so no new pref, string, or telemetry is needed.
