Platform: Windows only, not on Linux or Mac

To reproduce:
- Using another browser, copy a URL
- Launch mozilla
- Clear the contents of the Location: input
- Click into the input control
- Type Ctrl+V

Result: The URL is pasted twice.

Next:
- Clear the location input again
- Press Alt+E to drop down the Edit menu
- Use the cursor keys to select Paste
- Press Enter

Result: The URL is pasted *and* the page is loaded (as if you had pressed
Enter).

Using Notepad, I can see that the problem isn't that I'm holding down the keys
too long.
