Replace the static "Stocks" title in the New Tab Stocks widget with a dropdown that lets people switch between two lists:
- Markets (default) - the current set of ETFs.
- Watchlist —-the user's own picks. Its body stays blank for now; no copy is needed until people can add tickers to a watchlist.
Switching lists should be recorded as widget telemetry, and the widget's accessible name should stay "Stocks".

Replace the static "Stocks" title with a dropdown so people can switch the
widget between two lists:
- Markets (default): the set of stocks shown today.
- Watchlist: the user's own picks. It stays empty for now, until a later bug
lets people add tickers to it.
The dropdown shows the current list's name and marks the selected list with a
checkmark. Screen readers still announce the widget as "Stocks".
