2062753 - Add layout mgmt panel in Discovery Stream Admin

To help the team debug/preview layouts,

we need to add a new panel to browser/extensions/newtab/content-src/components/DiscoveryStreamAdmin/DiscoveryStreamAdmin.jsx to help users select between different layouts.

1. Create a new collapsible section for Layouts
2. Create a radio selector to control the layouts.variant with default-full-width being the default. Selecting other ones will update that pref.
3. Include a reset button to clear the override prefs
