I found everything being fine on the server end. It supports RESUME defined in RFC959 and I was able to resume downloads multiple times using ncftp 3.0.0b21 and CuteFTP 3.0.1. I'm starting to think problem is with your client, or your firewall doesn't support active connections (try using PASV mode). Give a try using some other ftp client, for example CuteFTP for Windows NT has been my favourite.
