To support the Search team in creating a Recent Searches widget for newtab, we need to provide a blank-slate widget for them to work with. The widget scaffold skill can help get that set up. For reference, see our approach for the Privacy widget: https://phabricator.services.mozilla.com/D307575
AC:

  • Set up a blank widget for the Search team to use (a blank slate of a widget)
  • Dummy out a feed file
  • Show Search team the widget and how to get started with it

Add the Recent Searches widget scaffold, using the same registry-based pattern
as the other New Tab widgets: an empty card with a context menu (change size,
move, hide, learn more) and an enable toggle in the Customize Panel and
about:preferences#home. It's off by default until the widget prefs are turned
on.

A stubbed RecentSearchesFeed broadcasts an empty result set so the parent to
content data path is wired end to end.
