Using PgDn key to scroll down the afore mentioned page caused the PgDn/PgUp
navigation to break. The bottom of the document is never reached instead the
browser seems to scroll up just before reaching the bottom using PgDn. From this
point onwards, PgDn/PgUp navigation is generally broken. 

Reproducible: Always

Steps to Reproduce:
1. Goto https://rhn.redhat.com/errata/RHSA-2003-175.html
2. Click in main page.
3. Hit pgdn repeately to navigate to the bottom of the page.
4. 

Actual Results:  
The page scrolls up before the bottom of the document and that pgup/pgdn
navigation from this time onwards is generally broken.

Expected Results:  
Reached the bottom of the page and stopped.

Criticial omission; accessibility.browsewithcaret was set to true

I also noticed that if I use down button it skips part of the page.

I've seen something similar on http://www.mozilla.org/start/ - the caret gets
stuck in the search field, and the page won't scroll down.

OK, this bug seems to be the closest for the behaviour I see:

1. Take a nice long page, like your bookmarks.html
2. Try PgDn, again, again --> doesn't work
3a. Hit DnArrow --> Zooom, you're at the very BOTTOM of the page
    Afterwards PgUp and PgDn work as expected, scolling pagewise up/dn

3b. Try Scrollwheel to scroll down  --> works fine, scrolling line-wise
4b. Try PgUp/PgDn --> still doesn't work
5b. Only after hitting Up or Down (which sends you to the end of the page
again...) do the PgUp and PgDn keys work

I used to read pages with PgDn...  :-(

I'll vote for this bug!
