Update the zero state of the New Tab Privacy widget (shown when no trackers have been blocked yet today) to match the latest Nova designs.

Scope

• Replace the zero-state copy with the new text from the designs. The current string is newtab-privacy-empty in browser/locales/en-US/browser/newtab/newtab.ftl: "{ -brand-short-name } blocks trackers as you browse. You'll see them here." New copy means a new Fluent id, so this needs Content Design sign-off and has to land ahead of the string freeze for the target train.
• The copy and the trailing ">" chevron are clickable and open about:protections.
• The clickable copy and chevron carry the purple hover state from the designs.

Acceptance criteria

• The zero state shows the new copy from the designs, localized via Fluent.
• Clicking the copy or the chevron opens about:protections.
• Hovering the copy or the chevron shows the purple hover state from the designs.
• The click target is a real link/button: keyboard focusable, activatable with Enter or Space, and exposed to assistive technology with an accessible name.
• Existing zero-state coverage in Privacy.test.jsx is updated, plus a case for the new click behavior.
