Description

Neeti, I haven't done any testing here. I was just watching the http traffic for
a test site I'm using and noticed that blank cookies are being set to it (the
server doesn't even set or receive cookies). I think what's happening is that
the cookie module is setting null cookies if a cookie doesn't exist.?

This would definately break cgis.

we're sending this "cookie:" , no value.
