Mozilla 1.4 for Windows has a neat new feature, to insert a small icon in the
taskbar, when you've got new mail. (At least I saw this the first time with
1.4alpha)

When mozilla creates this icon, it also shows a small window in the lower right
corner of the desktop (near the icon), telling you which account has got how
many new mail messages:

When you click into this window, a new Mail/News windows appears or an existing
gets the focus. 

This mail/news windows lacks two of the three common buttons in it's upper right
corner of the title bar: iconify and maximaize miss, the window has only a close
button. 

But you can still iconify or maximaize the window, the functions are still
available through the windows context menu and work as expected. The just miss
in the window's title bar. 


Reproducible: Always

Steps to Reproduce:
1. send yourself a mail
2. close the mailnews window
3. wait for the small notify window from 
4. click the line "<your account> has <number> new messages"

Actual Results:  
The new Mailnews window appearing on your desktop has no maximize and iconify
buttons in it's titlebar, only a close button. 


Expected Results:  
The new Mailnews window appearing on the desktop has the usual three buttons in
its titlebar: iconify, maximize and close (from left to right).
