206973 - sudden CPU usage when using the middle mouse button to open a link in new tab and then scroll the page immediately

In the page at www.diendantinhoc.com (you may not be able to read it-it's
inVietnamese) when open a link in new tab using the middle mouse button then use
it to scroll the page immediately result a sudden increasement on CPU and RAM
usage then it go non-responding for a while. The same thing happen when opening
several tabs continuously.

Reproducible: Always

Steps to Reproduce:
1.Scroll down the page fastly
2.Then immediately middle-click on a link
3.Switch to new tab right then

Actual Results:  
The browser goes non-responding

Expected Results:  
Be more stable in such sudden act of users.Thanks

Reporter, please try this again on a current nightly build.  Please also test
without any extensions and hopefully a clean, new profile.

I do see a spike, but it is no different than adding together the spike from
scrolling quickly (30) on mine and loading a new tab (30) for a total of 60.
