this page uses SSI include commands for newspro (includes a text file) and the
nav bar (includes an html page). 

Reproducible: Always

Steps to Reproduce:
1.visit the page http://ice.prohosting.com/quickfry/


Actual Results:  
the nav bar is raised, causing the links to be "cut" by the table.

Expected Results:  
should have had the links inside the table.

This is reproducable in Netscape 7, but renders correctly in Internet Explorer.

The misalignment is caused by an empty paragraph tag in the table.

IE ignores this empty tag as the HTML 4.01 spec literally reads, but Mozilla
uses a later interpretation -- that completely ignoring an empty <P> tag is not
correct.  See bug 35772.

The analysis of IE's behavior in comment 2 is almost certainly incorrect -- and
this bug is really a duplicate of bug 33784.

That said, I don't see the problem on the site.

If someone is willing to investigate the issues raised in this bug to determine whether they still exist, *and* work with the site in question to fix any existing issues, please feel free to re-open and assign to yourself.
