The old MRE.html page has the following line:

<meta HTTP-EQUIV="refresh" CONTENT="3; URL="GRE.html>

The missing " close quote after GRE.html causes the redirect to fail and,
apparently, reload the MRE.html page again, looping endlessly. (I can't quite
see why it would reload, but oh well!)

Reproducible: Always

Steps to Reproduce:
1. go to URL above

Actual Results:  
Page reloads every 3 seconds.

Expected Results:  
Redirects to GRE.html instead
