cannot close browser windows via chrome close icon

Details
Steps to reproduce:
1) launch mozilla
2) click on the upper left hand "square" icon which typically closes a window
Expected results: window closes
Actual Results: Nothing.

This is working on Windows NT, with the double-click normally required by
MS-Windows (single click opens a window control menu there), but I'm sure it
wasn't not too long ago. This may be fixed already, or may be Mac-only.
Tested with: 2000-01-05-08-M13 nightly binary on Windows NT 4.0sp3

verified wfm with mac comm bits from 2000-011310.
BULK MOVE: Changing component from XP Menus to XP Toolkit/Widgets: Menus. XP
Menus component will be deleted.
