I cannot open any web-pages in new tabs if I already opened 15 of them.
It may sound funny but I do this very often when reading the news from www.delfi.lt.
I could not find any other portal that does the same, only particular this,
which is far from standards but still so I suspect that it contains something
special.
Notice that I removed the flash plugin from my browser (moved away the libraries
from plugin directory) and most probably the problem is not in buggy flash library.

Reproducible: Always

Steps to Reproduce:
1. Start mozilla 
2. Chack option to load the tabbed pages in the background
3. Go to www.delfi.lt
4. Choose internal portal link (some link in the middle of the page will do)
5. middle-click or hold Ctrl key and left-click the link
6. repeat step #5 fifteen times and the 16th tab will contain empty page
7. you cannot close such empty tabs, the Ctrl-w and close-tab button press' are
ignored - you can close them only together with a window (lockups? potential
memory leaks?)
8. you can add more such dead tabs by repeating step #5 on other links in the
portal.

Actual Results:  
Dead tabs appears: no document is loaded and tabs are not closeable.

Expected Results:  
Load a document as in other tabs. The new tabs shoul also be able to close.
Forgot to mention: 
to reproduce the bug you have also to check the "Middle-click, Control+click or
Control+enter on links in a web page" option in Tabbed Browsing.
Confirming on WinXP 2003052808, altough it takes a larger number of tabs for me.
It seems to matter how quickly you do it: opening faster allows you to open more
before the problem starts. You can continue browsing with these "dead tabs",
even though you can't close them.
