208003 - Mozilla 1.4rc1 after being downloaded and copied to computer from diskimage does not start up.

Mozilla 1.4rc1, after being downloaded to my computer, and expanded, the
diskimage mounted instructs me to drag the application to a location of my
choosing.  Oddly the  application doesn't look like the blue "M" that Mozilla
usually is.  Instead it is just a generic application icon.  This cosmetic
oddity is not a big concern but may be an indication of an underlying problem to
which the bigger problem is related.  The bigger problem being that when
doubleclicked to open Mozilla fails to start up at all.

Reproducible: Always

Steps to Reproduce:
1.Download Mozilla1.4rc1 and wait for Stuffit Expander to decompress the file
and Disk Copy to mount the image.
2.Drag "Mozilla" application to prefered location as instructed
3.Double click "Mozilla" and have nothing happen

Actual Results:  
Mozilla failed to start

Expected Results:  
Start up and at least show some sort of activity but nothing happened

Since it didn't start I can't tell what's wrong with the app
