If you hit control-N in Mail, it opens a browser instance but fails to go to
home page, merely going to a blank page. Control-N from browser does go to home.

Reproducible: Always

Steps to Reproduce:
1. Be in Mail/News
2. Hit Control-N
3.

Actual Results:  
Browser opens to blank page

Expected Results:  
Browser should open to home page
