can't import bookmarks into an empty bookmark manager

When the Bookmark Manager is launched with no bookmarks (empty), Tools-->Import
will not open an explorer window. It does work if you add at least one
bookmark, then do a Tools-->Import, or if you delete all bookmarks, then do
Tools-->Import.
Reproducible: Always
Steps to Reproduce:
1. Open the Bookmark Manager
2. Delete all bookmarks
3. Close the Bookmark Manager
4. Re-open the Bookmark Manager
5. Tools-->Import...
Actual Results:
Nothing happens.
Expected Results:
Open an explorer dialog titled "Import bookmark file:"
This is similar to bug 153389, but only applies to a Bookmark Manager that is
empty when launched.

I can reproduce this bug using Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US;
rv:1.5a) Gecko/20030728 Mozilla Firebird/0.6.1

Damian or Justin can you confirm?
(Note: I was not able to strictly follow the steps as described, as personal
toolbar folder was still in bookmarks - but that was the only entry.)
Assignee: p_ch → nobody
A simple workaround is:
-Close Firefox
-Go to c:\documents and settings\_username_\Application Data\Mozilla\Firefox\Profiles\_YourProfile_\
and replace bookmarks.html with your backed up bookmarks.html
-Delete bookmarks_history.sqlite
-Reopen Firefox

WFM with Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.9b5pre) Gecko/2008032601 SeaMonkey/2.0a1pre. If this is still a problem in Firefox then a new bug should be opened about that.
