Moving the mouse over a target highlights the target by underlining it and
changing its color.    My understanding is that the W3C recommendation is that
only targets that are visited (by clicking on a link to them) should be
highlighted, as described in bug 68402.


Reproducible: Always

Steps to Reproduce:
1.  At the above URL mouse over "non-critical".

Actual Results:  
target is highlighted.

Expected Results:  
My expectation was nothing as it appears to behave as some sort of Java applet.
 Don't highlight anything.  Right?

That text is within an <a name=xxx> tag, and the CSS has a:hover rules in it. 
Those rules also apply to <a name> tags as well as <a href>.  An <a> tag is an
<a> tag.

To not do that, the rule should be written :link:hover, :visited:hover {} instead.
