As of 1.4 RC1, I no longer have the ability to tell MailNews to compose all my
messages in plaintext or HTML. This used to be an option.

Matti, "WFM" is not really the right term here.
Ian Beyer, yes, the preference does exist; however, it is on a per-account
basis, not a global basis. If you happen to think that's "silly" you might
chime in at bug 209744.

Mike: wfm is one of the possible CORRECT resolutions because it's possible that
he doesn't have this entry in his Account settings.
Please don't generate useless SPAM with reopening and reresolving.
It doesn't matter if wfm or invalid (Wontfix and fixed is a different story)
verified (it would be dump to reopen and mark it wfm again)
