In Newsgroups postings I am often getting a pop up window saying that the sender
has requested a return receipt.
In my return receipt settings I have set that if I am not in the 'To' or 'CC'
field then I will 'never' send a return receipt.
In Newsgroups I am obviously not in the To or CC fields yet I still get the
request. Why?

This isn't a duplicate of bug 208589
This is an instance of a preference in the return receipt settings not working. 
i.e. I have retrun receipts set to ask me if I want to send a return receipt if
someone requests it.
I also have a preference set that if I am not in the 'To' or 'CC' field then I
don't want to know anything about it as I will never send a return receipt in
this instance. Bug 208589 refers to global settings for both news and mail not
being a good idea. My bug refers to the above setting not working in relation to
newsgroups.

It doesn't make sense to use return receipts in newsgroups. The user should
never be asked whether he/she wants to send one nor should it be possible to
request one. I think this is what bug 208589 is really about.

So this bug is INVALID, because it would be a waste of time to make a feature
work right that shouldn't exists at all.

we shouldn't prompt at all for return receipts from newsgroups. And we should
not generate return receipts for newsgroup messages. So if I understand
correctly, there are two bugs here.

Attachment: proposed fix

the way we do MDN receipts was rewritten for 1.4, and in the rewriting,
apparently, we forgot to check for news group messages before generating mdn
responses. This should fix it. It won't be in 1.4 final, but maybe in a 1.4
point release.
