Overview Description:
The text in the Prefs->Navigator window is cut off at the bottom.

                 Steps to Reproduce:
                 1) Edit->Preferences
                 2) Click on 'Navigator'
                 3) Look at the text just above the "OK" and "Cancel" buttons at
                    the bottom of the window.

Actual Results: The line 'clear the list of sites on the location bar' is cut
off.

Expected Results: text should fit within window

component will be deleted.

no longer a problem --then again, prefs have been rearranged since this bug was 
last touched. tested using 2000.08.30.06 mozilla on win98.
