20990 - New Message Filters missing "to", "CC", and "to or CC"

The selection list for creating new message filters is missing "to", "CC", and
"to or CC" to specify where to look for key words. This makes Mozilla's mail
filters and mailer unusable for me since I rely heavily on "to or CC" to sort
mail from various mailing lists I'm on.  I'm not sure why this list doesn't
match Netscape 4.x.  There are several other missing items I don't use like
"body" and "status".

The filtering dialog is not at the top of the priority list right now, so we
don't expect it to work. Bug 17484 covers the filtering front-end, so marking
this bug dependent on that one, and reassigning to sspitzer.

fixed.  I'm tired, so I'm doing the easy stuff.

on a related note, we are using the folder picker widget in filters now.

now if only the filter UI worked, we'd be golden!

To, Cc, To or CC all in the criteria dropdown in filter rules dialog.
Other adjustments which need to be made to criteria choices will be logged
separately.

OK using 2000-05-24-08m16 commercial build on linux rh6.0, NT 4.0 and mac OS 9.0
