There should be a preference item to suppress animation. This could be a single control for ALL image animation or a set of controls for image animation, flash animation, favicon animation background image animation and so on. Ideally animated images shouid just show the first frame, but I'd be happy with a blank place holder. Does Edit -Preferences -> Privacy & Security -> Images -> Animated Images should loop = never work? I noticed that this does not stop favicon from looping(Bug 111373).
