"Save image as" is broken on 20030618 nightly build. Nothing happens when this
option is selected. This is unrelated to the i18n problem with funny characters;
I get the same behavior trying to save
http://mozilla.org/images/mozilla-banner.gif.

I can confirm this using Mozilla/5.0 (Windows; U; WinNT4.0; en-US; rv:1.5a)
Gecko/20030619 Mozilla Firebird/0.6

Problem has already been reported in
http://bugzilla.mozilla.org/show_bug.cgi?id=209860#c4 and may be fixed with this
bug - confirming & marking dependent...
