21004 - tbody with scrollbar does not layout properly

Since gfx-scrollbar has been turned on by default, a table with <tbody> with
scrollbar does not layout properly.

It looks much better in this build. I can actually see the cells in <tbody>
But it is not consistant:
On the first load I find an extra cell in the table.
On the second load either the <thead> gets repeated or the <tfoot> gets
repeated.
After reloading a few times, it actually gets it right!
But mozilla crashes soon after (same with viewer).

I was going to ask basic to verify this but seeing as he's the one who marked it
fixed - it amounts to the same thing. 'sides looks good to me with the
2000011408 builds
