even if a page has these headers:

it doesn't reload the page at every visit (I have to do force it by pressing
shift+ctrl+r)

Problem still appears on Mozilla 1.7.2.

Sites that bother me. http://www.theregister.com but not
http://www.theregister.co.uk

This happens on Firefox browser too.
