21014 - Menu items not being displayed

System: Build 1999120608 on WinNT SP5
Overview: Some of the menu items are not appearing; instead there are blanks at
their positions. Also, some menu items are appearing only when selected;
otherwise they are blank.
Test Case: Open Mozilla. Right click on any link.
Actual Result: The first menu item; which should be 'Open Link in New Window'
is blank. But when the menu item is selected, it is working as expected
(Opening the link in a new window).
Expected Result: The first menu item should be 'Open Link in New Window'.
Other info: The same problem is there with some menu items on the menu bar as
well. This problem was not there with yesterday's build.
