When opening Mozilla, the tabbed browsing is not on, which is fine by me. Byt

Tab bar, tab bar is grey and will not let me open the tab bar. OTOH, if I just
right click on a link, I can open the link in a new tab.

This is because you chose "Do not show tab bar when only one tab is open".
Uncheck this in your preferences (Navigator -> Tabbed Browsing). You'll see that
there will always be a tab bar and the menu item "View -> Show/Hide -> Tab Bar"
will not be greyed out.
