Mail downloads entire message body on new mail.

When Mail discovers that there is new mail on the IMAP server, it not only
downloads the message headers, but the ENTIRE message body.
Reproducible: Always
Steps to Reproduce:
1. Start up Mail and login to your mail server.
2. Send yourself a message with a large_attachment from some webmail account (to
keep it independant from Mozilla) to your imap-based account (the one that you
access using Mozilla Mail)
3. Wait for it to arrive.
4. Wait a bit more.
5. Select the message.
Actual Results:
The whole thing is ready and waiting, having taken up some bandwidth that I did
not want it to.
Expected Results:
Only the header should be retrieved. It's a complete waste of bandwidth to
download the complete message from an IMAP server when not requested by the
user. If I wanted that I'd use POP.

I can confirm this when junk mail control is enabled.
I know that junk mail control has to download the body at least partially.
Thus I've selected my INBOX for "offline use".
Now Junk Mail Control downloads emails even though they exceed my message size
limit of 50kb.
