Left frame's text "Russian" should be on the top of the frame.
Summary: left frame's text should be not in center. → [4.xP] TD valign='garbage' treated as == "valign='top'"

Note to ezh@infonet.ee : the right hand column has 'td valign="right"'.
There is no such attribute value (e.g., how does one _vertically_ align
to the right?).

However, this does point out a [4.xP] issue. Attaching an example.

Basically, <td valign="garbage"> is equivalent to 'valign=top' in Nav
4.x; in Mozilla, it is equivalent to the default (i.e., no 'valign'
attr specified).  I would say that Mozilla is correct, but I note this
example for the record.  I recommend that this bug be marked INVALID.
