[DOGFOOD] ftp download busted if you have a mail window up

Details
If you have a mail window up and in the browser you use ftp and try to download
a file with content type application/octet, we fail to download the file.
More specifically, we fail to bring up the uknown content type handler dialog
window asking you if you want to save the file.
This was happening because the mail window was lying and telling the uri loader
that it could handle the content type returned from the ftp channel. So we'd
give the content to the mail window instead of allowing the unkknown content
handler to come up and work.

Bulk move of all Necko (to be deleted component) bugs to new Networking
component.
