When booting-up computer, when the quicklaunch feature is enabled, it will
automatically open 2 browser windows, slowing down boot-up time. It boots-up
normally on my Win98 PC.
Reproducible: Always
Steps to Reproduce:
1.Boot-up computer with Quicklaunch feature enabled.

Actual Results:
2 copies of browser window open.
Expected Results:
No browser windows open, just Quicklaunch icon in bottom right.
As said before, it does not do this on my Win98 machine. It slows the bootup
time significantly.
