I downloaded Mozilla 1.4 Final and (I was using 1.3.1 final) and it installed on
top of it. I clicked on the icon, nothing happens. I un-installed and re-ran the
installer, installed and tried again - fail. I had netscape 7.1 installed so I
un-installed Netscape 7.1 & Mozilla 1.4 Final Rebooted the machine. Re-installed
Mozilla 1.4 only, still didn't work. Removed and downloaded and re-installed
1.3.1 and it worked fine. I am not able to get it to lauch / load. I had this
problem in the past with 1.4 RC1 and I thought it was due to being beta and
removed and have been waiting to the final version 1.4. On a side note I can get
Netscape 7.1 to install and work fine.

Same problem (Mozilla 1.4, Windows XP). I went through the install_status.log  
file and found nothing strange. I uninstalled 1.3 and deleted all related files 
before installing 1.4, and no success. Also tried the mozilla.exe -console but 
didn't see anything (though not sure if I should).
What do you mean by "deleted all related files before installing 1.4".

Suspecting dupe of bug 195600
Installing a mozilla over a previous makes a bug invalid, isn't it ?

Or for windows, can lead to a dupe of 195600 ?
I fixed it via deleting the old directory after un-installing 1.3.1 then
installing 1.4

If you were going from stable version to stable version (and removing the
program from the average user perspective => Add/Remove programs) then
installing the new stable version, shouldn't the installer remove the files /
modules. I can understand on beta/non-stable builds. (FYI the comment about
trying 1.4rc1 was *before* a OS rebuild - Format - Install windows - reloading
os from scratch).

Looking at 195600 this may be a dup bug.

Jason : you  are right and it is a known issue that imho should've been fixed.
However it was decided not to fix that before the 1.4 release but rather mention
it in the release notes.

problem, uninstall your previous version of Mozilla, and completely delete the
Mozilla install directory before performing the new install. You will not lose
your profile data (such as bookmarks, preferences and cookies) but any third
party extensions and plugins may be lost."
