What are the steps to reproduce? Why exactly should things be green, in your opinion? > Should be an easy fix. People only seem to say this when they have no idea what the bug involves...
I'm marking this invalid, due to lack of response from reporter.

I have a similar problem. The background color of textfields (#urlbar), tooltips and HTML elements like #input are incorrect (and have been since I switched to WinXP in May). BUT I'm using a theme I got from http://www.themexp.org/ along with styleXP from http://www.tgtsoft.com/. I will provide more details over the weekend.
I wasn't able to spend any time on this. Anyway, it's a dupe of bug 175525 - probably also bug 200592.
