In the interests of international understanding, I
would like the request that Bugzilla's on-page date
representation be changed to the very considerably less
internationally-ambiguous YYYY-MM-DD

Not sure if this comment should be a whole new bug or not, so I'm placing it 
here (but letting y'all decide whether to reopen it).

The notification emails use the date format YYYY-DD-MM.  for example:

for a comment that was added today.  My users have noted some confusion on this. 
Can this be made consistent with the date format on the bug display page?
