User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.5a) Gecko/20030701
Build Identifier: Mozilla 1.4 Final

I installed the new 1.4 final version. After installation the browser doesn't
start at all.
I tried to uninstall and install again using net installer - doesn't help.
Windows XP, Pentium 2, 512MB.

I installed 1.5a build from 1.7.2003 - no problems there (apart from some not
existent entry point in xpcom dll), no problems with firebird either.

Reproducible: Always

Steps to Reproduce:
1. Download the release
2. Uninstall previous version
3. Install the 1.4

Actual Results:
The program doesn't start.

Expected Results:
The splash screen would appear and the browser starts.
You need to install into an *empty* directory
