211631 - Horizontal line (seperator) is above IRC Chat instead of below it on the Window menu

This shows up in the Browser, Mail, Composer, Address Book and IRC Chat.  Under
the Window menu (CTRL-W) the horizontal line (seperator/divider) is located
above the IRC Chat item instead of below it.  If I am not mistaken the line
should divide the "window type" options from the "open windows".

Reproducible: Always

Steps to Reproduce:
1.  Open Browser
2.  Choose "Window" from the top menu (CTRL-C)

Actual Results:  
I noticed that the horizontal line was located above the IRC Chat option.

Expected Results:  
Move the horizontal line below the IRC Chat option to divide the "window type"
options from the "open windows".
