I suggest that Mozilla sould open new tabs using Ctrl+T not with blank window,
but with the page at url set in Preferences / Navigator / Homepage.
Reproducible: Always
Steps to Reproduce:
1. In a browser, click Ctrl+T.
Actual Results:
The tab opened stays blank.
Expected Results:
The Home Page sould be loaded.
Edit->Preferences->Navigator:

As shown above, the behavior requested can be received through a change in
preferences.
