The README doesn't know what it did, and the only other instance of it is in the Makefile which doesn't really care.
ok. some research, it looks like fixupimages relates to imagelog.pl which defines get_image which is used by showbuilds.cgi
I vote for not touching this directory unless we have to. There's a lot of lore here, if something really isn't used we can try removing it. I think this file was used to fix images people submited as "quips", maybe it is run by hand, I don't know. I'm gonna mark this as won't fix for now, please reopen if you think otherwise.
