This seems to be a regression bug. Usually when I download a file from the net,
the partial file is created and increases in size until it's done. This is very
useful for example when downloading MP3s, and having the ability to preview them
before they are done downloading.

Reproducible: Always

Steps to Reproduce:
1. Download a file, for example an mp3
2. Look for the file where it is supposed to be downloaded to, before download
completes.

Actual Results:  
The file doesn't appear in that directory.

Expected Results:  
The partial file should appear and be available for use (previewing is one example)

Just note that this only showed up in the latest nightlies. The nightly 2 weeks
ago didn't have this problem.
Hmm.. Please list exact steps to reproduce?  In particular, exactly what do you
click, type, etc, and in what order?
