User-Agent: Mozilla/5.0 (Macintosh; U; PPC Mac OS X Mach-O; en-US; rv:1.4) Gecko/20030624
Build Identifier: Mozilla/5.0 (Macintosh; U; PPC Mac OS X Mach-O; en-US; rv:1.4) Gecko/20030624

If a webpage has a vertical scrollbar, and the toolbar/navbar is hidden, the
bottom scroll arrow will not be visible because the resize control in the bottom
right of the window covers it up.

Reproducible: Always

Steps to Reproduce:
1. resize browser window so that a vertical scrollbar is displayed
2. click the "toolbar toggle" button in the right end of the title bar
3. Try to scroll down using the scroll arrow at the bottom of scrollbar -- it
will not be visible because the resize control covers it up.

Actual Results:
The "down" scroll arrow was not visible.

Expected Results:
The "down" scroll arrow should have been drawn above the resize control.

All themes I have used are affected.
Not a gfx issue.
