If both Mozilla Mail and Mozilla browser (Navigator) are open, and the active
window is Mail, running a URL opens it, but brings Mail to the front

Reproducible: Always

Steps to Reproduce:
1. open Mail
2. open browser
3. select Mail as active window
4. (optional) select another (non-Moz) application as active
5. start / run / <enter URL>

Actual Results:  
the URL is opened in the browser, but the Mail windows becomes active

Expected Results:  
make the browser window active

With plain Moz 1.4 (Gecko/20030624), on Windows 2K SP4, I got the same thing.

However the wording of the problem description is a little confusing, IMHO: the
Mail window is already "on the front", because it is the active window...
how can it "become active"? So, the actual result is: "the Mail window *remains*
active".
